Almost certainly not. Most of Jesmond sits inside a conservation area, and the street elevation is exactly the character the designation exists to protect. The space comes off the back instead — a rear extension into the old yard, or up into the roof. We will tell you which is realistic on your house at the first visit, before anyone pays for drawings.
Usually because someone repointed soft Victorian brick in cement. Cement is harder than the brick around it, so water that used to escape through the joint comes out through the face of the brick instead, and the face spalls off. The repair is to rake the cement out and put lime back. It is slower, and it is the only thing that stops it happening again.
